Dear Ronald,

with reference to our official letter of the

7th March forwarding a copy of a telegram from the

Governor of Hong Kong regarding the payment of

compensation by the Japanese for the bombing in Hong

Kong territory on the 21st February, I enclose a copy

of a semi-official letter from the Governor ex¬laining

the attitude observed by the Colonial Government in

connection with the assessment of the compensation.

Subject to Foreign Office concurrence we

propose to inform Northcote in reply that we fully agree

with the views which he expresses and the principle on

which the Hong Kong Government acted in assessing the

compensation to be demanded.

We are just sending to the Foreign office a

cony of the official despatch mentioned in the last

paragraph of the letter.
